DPA-14: Draft Planning Amendment 14
Planning comments closed; petition openThe ACT Government proposes to amend the Territory Plan to allow green waste processing and composting on Block 1653 Belconnen — a site carved from the former Block 1582. This is not merely an operational approval: a Territory Plan amendment sets permanent land-use permissions. The burden of proof sits with government to show that the evidence base is transparent, current, and site-specific before the amendment proceeds. This hub explains what is proposed, what evidence gaps exist, and how to have your say.
The formal DPA-14 consultation period closed on 20 July 2026. ACT Planning accepted late comments until 3 August 2026, and the ACT Planning comment period has now ended. A separate ACT Legislative Assembly petition about DPA-14 remains open until 14 September 2026.
